53 An unlicensed person may use a weapon at an approved range
(2) The person may physically possess and use a weapon at an approved range for the category of weapon if, immediately before possessing and using the weapon, the person—
(b) completes and signs an approved form stating the following and gives the form to the range officer—
(ii) the the person is a licensee or is not an excluded person;
“excluded person” means a person –
(a) who has been convicted in Queensland or elsewhere of –
(i) murder or manslaughter; or
(ii) armed robbery; or
(iii) unlawful wounding; or
(iv) grievous bodily harm; or
(v) an offence involving drugs, weapons or violence prescribed under a regulation that is punishable by at least 7 years imprisonment; or
(b) who, in the 5 year period immediately before the day the person signs the approved form under this section, has been convicted of, or discharged from custody on sentence after the person has been convicted of, any of the following offences—
(i) an offence relating to the misuse of drugs;
(ii) an offence involving the use or threatened use of violence;
(iii) an offence involving the use, carriage, discharge or possession of a weapon; or
(c) who, in the 5 year period immediately before the day the person signs the approved form under this section, has been subject to a domestic violence order, other than a temporary protection order; or
(d) who is subject to a temporary protection order, police protection notice or release conditions; or
(e) who is prevented by another order of a Queensland court or another court outside Queensland from holding a licence or possessing a weapon unless the order permits the person to possess or use a weapon under supervision; or
(f) who, in the 5 year period immediately before the day the person signs the approved form under this section, has been subject to an involuntary assessment order under the Mental Health Act 2016 or a similar order under the repealed Mental Health Act 2000 , or a similar order in another State; or
(g) who has been refused a licence, or whose licence has been revoked, in the 5 year period immediately before the day the person signs the approved form under this section because the person is not, or is no longer, a fit and proper person to hold a licence; or

Recently went along for a Come & Try session at COBPC. The online booking/registration and pre-training online was very straightforward and organised. There is an understandable focus on safety and responsibility before and during the session. Having David take us through warm ups and quickly identify how many things we could do to improve was great! We worked up to engaging multiple targets in different locations, changing mags, and moving between locations….

…Focussing on safety, of course, and speed and accuracy, we really enjoyed a well managed intro into this exciting sport. This isn’t standing still and shooting a target at 10m – this is rapid improvement, engaging multiple targets and moving through a course – so much better that we anticipated! Will absolutely be back for another visit soon. For an experience outside of the ordinary, in a safe and well managed environment, pistol shooting with COBPC has got to be on your bucket list!

Steps to apply
1. Statement of Eligibility
- Existing QLD Category A/B or H license holders: skip to step 3.
- You will need to fill out an Application for “Statement of Eligibility” (QP515) and submit it to Queensland Police in person at a police station.
- Once you have applied at a police station, you will receive your “Statement of Eligibility” in the mail.
It can take 2-4 months, but you can train and practice during this time – see step 2.
2. Provisional Approval Status (optional)
Applicants interested in commencing their training while waiting for their Statement of Eligibility may complete additional steps to seek a Provisional Approval (PA) status from the club.
This gives you access to:
- Supervised Practice
- Coaching
- IPSC Development Program (IPDEV)
- Practical Fundamentals
- Cleaning and Maintenance
It does not grant membership benefits or allow you to compete in matches.
To apply for PA status:
- Include the following additional documents with your online application in step 5:
- Your completed Application for “Statement of Eligibility” (QP515)
While at the police station submitting your form take a photo of both sides including the completed RECEIVING STATION CERTIFICATION before they submit the form to Weapons Licensing for you. The text must be legible. - A National Police Certificate.
For applications lodged online that require no further investigation, an email will be sent to your nominated email address (as specified in your application) within 30 minutes.
Cost: ~$50
- Complete steps 3 – 6 of the application process.
- After your application is approved you will receive an email and instructions to pay a 50% deposit towards your membership; this is refundable if your Statement of Eligibility is rejected by QPS.
- When you receive your Statement of Eligibility you will need to forward it to the club and pay the remaining 50% + joining fee. This will complete your application.
3. Character References
Character References
The Weapons Act requires that an application to join a club include two character references. Before submitting your application please ensure your references are eligible and let them know that we will be in contact with them and will be requesting they complete an online reference form. They will need to confirm that they:
- Have known you for more than two years
- Believe you are a fit and proper person
- Are not related to you
4. Supporting Documentation
Please ensure all supporting documentation is clearly legible; scanned documents are preferred. Photos of documents will be accepted as long as all text is clearly in focus.
To upload with your application:
- Category H Licence (if applicable)
- Category A/B Licence (if applicable)
- Parental consent letter (for applicants under the age of 18)
Unlicensed applicants will also need:
- Drivers licence or Passport
As well as either:
- Statement of eligibility as supplied to you by Queensland Police in the mail
Or, if applying for Provisional Approval Status:
- Completed Application for “Statement of Eligibility” (QP515) including the completed RECEIVING STATION CERTIFICATION
- National Police Certificate
If you are transferring from another club:
- Letter from your current club confirming financial membership
- Your participation record from past 12 months
If you are applying for a student membership:
- Student ID card of a registered tertiary education provider
- Supporting document to show you are a Full-time student
(If your Student ID card doesn’t already display this)
Interstate and international transfers:
- Review the QLD Police website for the most up to date information on licensing requirements. If you meet the requirements for a transfer you will need to complete your application in step 5 & 6 then request a form 518B license transfer here.
5. Submit Your Application Online!

6. Online Course and Exam
Course: Introduction & Safety Fundamentals
This online course will introduce you to what the Club has to offer, what you can expect as a member as well as what the Club expects of its members. This is to ensure your decision to join COBPC is the right one for you. This course also covers the fundamental safety rules of firearms and essential aspects of Club Standing Orders which apply to new members. Pistol shooting is one of the safest sports in the world because of the strictly enforced safety rules.
The course includes video content by IPSC world champion Ben Stoeger on marksmanship fundamentals: Grip, sight picture, trigger press and how to diagnose common problems.
- After initial processing of your application has been completed you will receive a login to access the course.
Processing time: Up to 1 week - Course results are reviewed and successful applicants will be invited to pay and commence their membership.
Review time: Up to 1 week - Once payment is made the applicant is now considered a financial member of the club.
You’re Now A Member – Welcome To The Club!
- You can now book into practice sessions and commence your training. Select “Training” in the tabs above to read more about our IPSC Development Program which is required before participating in IPSC matches.
- After being a financial member for six months and meeting COBPC’s eligibility and proficiency requirements you can request a club letter of support and apply for your Category H license.
- A Category H Weapons Safety Course must be completed prior to applying for a H license. The course provider will issue a Statement of Attainment which is valid for 12 months and must accompany your H license application.
- To avoid the risk of an expired Statement of Attainment, we suggest waiting until you become a financial member of the club before attending a Weapons Safety Course. This is because the processing time for a Statement of Eligibility can be lengthy.
Practical Shooting (IPSC)
IPSC is our most active competition type with regular matches and events suitable for members at all skill levels:
- Tuesday & Wednesday evening level 2 quality match
- Book a time that suits you and shoot a 4 stage, 100+ round match with high-quality stages in an hour and a half, thanks to our innovative time slot format, a world first in IPSC!
- Debrief in the clubhouse afterwards with snacks and cold drinks.
- Saturday morning match
- Home of Australia’s best 180-degree range
- Professional lighting to Australian Sporting Standard AS2560
- Dedicated IPSC range with stages available for members to train on during the week
IPSC Development Program
All members who wish to participate in IPSC matches are required to complete a comprehensive safety and fundamental skills development program (IPDEV) and pass a strict evaluation.
- NROI accredited Range Officers supervise evaluation and training sessions
- Members completing IPDEV are eligible to become affiliated with IPSC Australia and compete at inter-club, state, national and international matches

* These competitions are only available to licensed members with their own pistol and ammunition.
IPDEV: IPSC Development Program
At City of Brisbane Pistol Club safety is our highest priority. To ensure our strict safety standards are upheld it is required that new members complete our IPSC Development Program (IPDEV) and demonstrate a minimum proficiency standard before participating in IPSC matches.
Intro
IPSC matches present competitors with a different set of courses of fire, known as stages, every single time they compete. Stages often involve rapid movement, navigating obstacles, doors and windows. Targets can be placed almost anywhere, and it is up to each competitor to locate all the targets, find where they can be engaged from and in which order, as well as where to reload.
All this has to be determined in a brief 3-5 minute walk through and memorised as a plan – then it’s time to go!
The range is cleared, gun loaded and holstered and the range officer gives the commands “are you ready”, “standby” BEEP!
On the sound of the buzzer, the competitor leaps into action, trying to engage each target to score as many as points as possible, as quickly as possible. The points scored are divided by the time from the starting buzzer to the last shot fired, giving the overall score. Then it’s onto the next stage to do it all over again.
Outline
The program consists of online content, practical training modules, an evaluation and club matches under supervision.
The training modules involve a 1:2 instructor to member ratio to ensure safety and provide a very productive learning environment.
Each training module is entirely on the range (no classrooms) and includes instructional and practical components focusing on safety and the fundamental areas of IPSC:
- Drawing from a holster & performing fast reloads
- Movement with a firearm
- Shooting strong and weak handed
- Shooting from various positions
- Stagecraft
After passing evaluation members are required to attend a minimum of 4 IPSC club matches within an 8 week period on a probationary basis. After demonstrating proficiency at club matches members will be approved to end their probationary period and will have club support to become licensed.
Format
The program is carried out over a number of sessions as outlined below:

- Club match 2
- Club match 3
- Club match 4
Training sessions and evaluation run for approximately 3.5 hours each.
Club matches run for approximately 2.5 hours each.
Cost
The total cost for the program is $600 + ammunition.
Payment can be made at $160 per training session / $120 for evaluation.
Club matches are included with membership so the only cost for these is ammunition.
Ammo
Unlicensed members can purchase factory ammunition at cost price from the club:
- $60 for 100 rounds – required per session
A/B licensed members may supply their own ammunition and category H licensed members are encouraged to use their own pistol from module 2 onwards.
Required equipment
Members will need the following when attending an IPDEV module:
- Rigid double belt
- CZ Shadow 2 holster
- 5x Magazine pouches
- Shorts or pants with 1.5″ belt loops
- Closed in shoes with non-slip tread
The club stocks the most popular Double Alpha brand belts, holsters and magazine pouches. The club also offers a buy back program on this equipment.
Members may be required to repeat a module if competency and safe handling is not demonstrated.

1:1 and small group coaching
Our regular training classes are with one instructor per two members and we also have regular individual 1:1 coaching sessions available. These individual and small group sessions can be very personalised and are suitable for all levels from beginner to advanced.
1:1 Coaching

In depth, one on one, and personalised coaching to improve your IPSC shooting skills and knowledge. Conducted by Master Grade IPSC Shooters.
Practical Fundamentals Group Class
- 4 Hours
- 400 Rounds
Stance, Grip, Sight Picture, Trigger press, these are the fundamentals of practical pistol shooting. This class is designed for beginner to intermediate members. Members will gain a comprehensive understanding of IPSC scoring as well as learn skills and drills required for rapid advancement.
Program:
- Accuracy fundamentals and group shooting
- Practical accuracy at distances up to 25 metres
- Transition drills
- Movement drills
Requirements:
- Must have completed IPDEV Module 1+2
- Club guns available
Structured Training Group Session
- 2.5 Hours
- 150 – 300 Rounds
These sessions are designed for members who have completed our IPDEV program, up to B-grade ranked competitors. Members will receive coaching through a variety of transition and small movement drills in a very efficient format.
The aim of these sessions will be to teach members “how to practice” so they can continue to improve when training by themselves.

What is included with my membership?
Your membership includes use of our club guns, all targets, scheduled club matches and unlimited visits.
How long will it take before I can apply for my Category H license?
Queensland legislation requires you to be a member of the club for at least 6 months before applying for your H (concealable) license. Usually Queensland Police will issue the license within 3 months after receiving your completed application.
How much will my first handgun cost?
This is entirely up to your requirements. Expect to pay between $800 to $4000+ depending on the type, quality and whether it is new or second hand.
What type of handgun can I buy?
As long as you are sufficiently competent to the Club’s satisfaction, you may apply to purchase any type of handgun legally permitted in Queensland for sport target shooting subject to certain restrictions per our Range Approval.
Range Related
What hours are the ranges available to members?
Matches and practice sessions can be generally be scheduled between 8am to 9pm on weekdays and 8am to 6pm on weekends.
Can I use jacketed or FMJ ammo?
Yes, jacketed ammo (FMJ or copper plate) is allowed on our ranges and is a requirement for new members using club guns; this keeps the guns much cleaner.
Is there a restriction on calibre?
The club is approved for .177 air to .45 calibre centrefire pistols note some larger calibres have the potential to breach our Range Approvals and restrictions may apply.
Collectively, we have leapt off buildings, scuba dived deep and jumped out of planes…but THIS is the most fun activity we have done to date. Too many brilliant instructors to name them all, and a super safe friendly environment. Some might argue that there is a stigma attached to shooters but these guys and girls definitely bust that myth. I feel it a privilege to be associated with this club, but there is one down side…..ITS ADDICTIVE

I can’t remember if I’ve done a review of City of Brisbane Pistol Club already, but I’m now a member, and I can’t recommend them enough.
They are extremely professional, have a high focus on safety, a lot of very capable shooters who also provide coaching, club shoots are Monday and Tuesday nights, under lights, and Saturdays.
Monday nights at CoBPC are often the highlight of my week.
